I have gigabit speeds, but am getting 451 down and 866 up - How common is this?

I have never seen this in all my years,
451 down / 866 up
How common is this - I'm not sure if I have seen more up than down, especially at this margin. Is there anyway to reverse this, and essentially get 866 down and 451 up? Can the ISP do anything to resolve this & is it considered an "issue"?
Although its still amazing imo, and first world problems, but I am curious?
