Assistance with Discord Bot

The instructions at : https://github.com/IonImpulse/blood-on-the-clocktower-discord-bot seem clear, however when I try to install this app locally I am unable to set the token and I am uncertain how to progress. For reference, the file I have downloaded is currently in my D:/ drive but running the ' [System.Environment]::SetEnvironmentVariable('BLOOD_TOKEN','ENTER YOUR TOKEN HERE') ' command (using the command prompt with the correct token value replaced inside the second set of commas) doesn't do anything?

I guess my limited understanding of tech has meant I am misunderstanding something. Can anyone help?
