Is Oracle’s applications not accepting resumes

I keep trying to upload my resume, whether it was a .doc or a .pdf it still wouldn’t let me. It just says there was an issue with receiving this document please try again. I tried doing it with my vpn off, off of my WiFi and on my hotspot, different web browsers and still the issue remains. Has anyone witnessed this? It didn’t do this for Oracles customers for their employee applications, just oracles own work applications
