Is there a way to control and "set" the sound volume on a computer?

I live in an apartment with very thin walls and I find myself watching movies at night and always playing with the volume knob a hundred times. I.e, During quiet scenes, I adjust higher. Then, when someone screams or there is a louder scene, I have to run over to my computer and adjust down. A few minutes later, I have to adjust up again. I know this isn't a very common problem, but still... just maybe anyone in r/technology can point me in the right direction... I've got four cores here, can one of these cores maybe keep an eye on the volume for me and adjust auto-magically?
