Speedtest.net has been known to be unblocked (read: unthrottled) by ISPs. Use another tool of which they are not aware or provides better tests. Here are a few that I have used/currently use:

Sorry about the first one. It's HTML5 and doesn't look like UI/UX was a major concern. I do tend to get more reliable information from it, though.
