Use case:
Mob spawning platform. Stage/Cycle 1 has a dry platform for 1 minute. Stage/Cycle 2 has a flooded platform for 10 seconds. Repeats.

But as the creator mentions, both hoppers run at the same time which creates this quasi math that has to be done to figure out how to make one cycle longer than the other.
To explain the desired state:
Hopper set 1 has 1 minute worth of materials
Hopper set 2 has 10 seconds worth of materials in it
Hopper set 1 triggers and the 1 minute counts down - as soon as the items were transferred to the other side in set 1, set 1 stops transferring completely and Hopper set 2 triggers and the 10 seconds counts down for set 2. Once the 10 seconds counts down in set 2, hopper set 2 stops transferring and triggers hopper set 1 all over again.
Put a different way...
Hopper set 1 hopper a transfers to hopper b and stops -> triggers Hopper set 2 hopper a to transfer to hopper b -> triggers the chain over again.
