Villager Breeders & Trading Halls

I'm building a rather large villager trading hall (13 slots on both sides) and I want to bury my village breeder below the hall. I believe the appropriate distance a breeder should be from any place containing villagers is either 32 or 70 blocks. Can those 32 or 70 blocks be on the y-axis or do they need to be on the x z axis?
