Max deferral on Schedule SE

I'm a full time rideshare driver and I'm using TurboTax to e-file.

On my Schedule SE (form 1040) I'm unsure what Part III Maximum Deferral of Self-Employment Tax Payments is.

Is this for deferring payment of taxes owed until the end of the year? Should anyone do this? What amount should I enter if I decide to defer payments? Or how much should I enter if I decide not to defer any payments?
