Owe state taxes but claim nothing?

Sorry for the newb question; I searched a bit of this sub's history and couldn't see my question.
How, if I claim nothing/have zero exemptions, do I owe state taxes? I work and live in California, make about $95,000/year, do not receive any other form of income, contribute to my 401k and HSA, and yet I still ended up owing the state of California $1,400 after I did my taxes. Am I doing something wrong? I got more than that back as a refund from my federal return. Nothing has really changed in my financial situation in the past few years, aside from my usual annual pay raise. I owed state taxes last year, too.
