H&R Block shows no social security subtractions from income

In 2018, I was a full time student, alternating semesters between college in Indiana and an internship in Illinois. I was jobs in both IN and IL during that year. When I try to file my taxes online, everything goes fine for Federal and Indiana taxes, but when I get to Illinois it shows that my "Federally Taxed Retirement and Social Security" is $0, even though it shows a total of $1604 from all my W2 forms, $1553 of which was from the Illinois company. Does the federal return need to be filed, not just completed before filling out the state return? If not, what would be causing this error?
