Can you file as head of household without claiming a dependent?

My fiancé claims me every year as I had to quit working to help care for my father in law however I am not a dependent who will qualify my fiancé for head of household.

We moved in with my father in law as he couldn’t live alone anymore and didn’t make enough money to pay his mortgage(house was in foreclosure when we came) and other bills. He costs us thousands and thousands of dollars a year if not tens of thousands. My fiancĂ© pays every single bill for my father in law and supports him 100% with the exception of his cigarettes and alcohol. We make him buy that and his money almost covers those for the year. My father in laws income is over $4700. Given my father in law can’t be claimed as a dependent is my fiancĂ© not eligible to file as head of household despite covering all my of my father in laws living expenses and having the receipts to prove it? Or is my fiancĂ© able to file as head of household because he does cover 1/2 of my father in laws expenses?
