What is wrong with this tattoo?

Hey all wise inked Reddit people. I've had this butterfly tattoo for 7 years now and every summer it gets gnarly. These horrible itchy bumps appear as soon as it's sunny. If I'm not on top of it, it'll go weepy (ew!). I cover it when I can, sun lotion on when I can't and tattoo cream on after. I have blue ink further up my arm and it never does this or any other ink I have. What is up with this tattoo? It looks like freaking herpes, it's disgusting.
