Question about Time Contexts

Hi all. I have a couple of time based settings (e.g. turn on Wifi at 17:00) and for some reason I keep finding my wifi turns off after some time. I've been doing some sleuthing and I found this page which says
To Time: the end time of the range, inclusive. The context will deactivate after the end of the specified minute. If To Time is not specified then 23:59 is assumed i.e. the context deactivates at midnight.
Is this what's causing my issue? If so, how would I go about getting it to just turn on the Wifi at 17:00 and stopping the process?
