Sideshow Bob never appearing?

I have the quest Flaw and Order Pt.2 to get Sideshow Bob (I didnt get him in the event due to a low level) and I have to arrest Bob 3 times. Problem is, he never shows up, I got him once to start the quest and ive probably had my game on for 3-4 hours since then and he hasnt shown up once. Someone mentioned that this quest wont last long and I really dont want to miss out on Bob. Is there anyway to make Sideshow Bob appear more frequently? Is there a pattern?
