What to do with a rescued dog?

A friend of mine has rescued a dog from not having a home, he’s been looking for a forever home for this dog but it hasn’t panned out and been about 6 months.
Basically he’s in a tiny house with two dogs and going insane to take care of them both.
The dog is well behaved, 8 years old, neutered, and up to date on vet visits.
Is there a no kill shelter or a place he could give the dog where he will be safe until he finds a forever home?
