Phone is in Hillsborough river and still responding to GPS!?

My wife had her phone stolen from downtown Tampa this morning. I am using the Google Device Manager and the phone is still responding. My wife remotely locked the phone pretty quickly after realizing it was gone and the map is now showing the phone in the Hillsborough river via GPS. She went looking for it today in the area and remotely set the phone to ring on high for 5 minutes and still couldn't find it (hoping the GPS was a little off and it was on the side of the river).

Anyone know how deep the river is in the downtown area close to the riverwalk?

Is the water safe to get in?

This was a 3 day old phone and our insurance doesn't cover theft. The fact that the phone is still reporting location is pretty remarkable. I tested turning off my phone and Google said "Device Unavailable".
