Kukkiwon Certificate

I'm having an extremely hard time obtaining my 1st and 2nd Dan certificates and my wife's 1st Dan certificate from my head instructor. Is there any way to directly obtain our certificates from the Kukkiwon? Because our direct instructor is not 4th Dan and the testing was done trough his instructor (head instructor) I'm unsure what to do. The process so far has taken more than 6 months and I'm not sure the time it takes to process any orders from Korea.
