The Haitian National Police have been furnished with US surplus in the past. You can even find recent pictures of them running M1 Garand rifles, but much more common is the venerable M14 and FAL rifle, and even the occasional HK91 (I think).
Unfortunately they seem fairly inept at using them to stop the gangs, but in a small way it warms the cockles of my heart to see these old gals back in the streets.
