Looking for a very specific tablet recommendation.

Hi there,
I working in IT in an industrial manufacturing setting. We're looking for an affordable 10" tablet. All it really needs to do is load PDF's onto it. If there exists a model or a case for a model that is especially durable and still capable from a usability standpoint, that would be ideal.
Note: I'm not looking for a magical land of milk and honey, just don't have it in our budget to be buying iPad's for the maintenance department.
