After some very great feedback here, I've begun to refine an idea for character creation. Because of another part of the character creation process, I've realized I can definitely make the use of these "tags" a viable part of my game. What I've come up with is the following, which I'd love to get some continued feedback on from the group here. These are three separate parts of the character creation process, and each one will be part of player choice.
Homeland Tag (Potentially: Hallmark). Homeland tags will indicate particular things about the place you're from and will generally effect your reputation throughout the game. It will inherently be both positive and negative depending on who you're talking to. This will be automatic upon choosing a Homeland.
For example, Player A chooses to be from Kingdom Y, so they're given the options to choose from of Crass or Rugged.
Society Tag (Potentially: Quality). Society tags are chosen by the player and are offered as a list of things that typically define that culture. Smaller cultures will only have a few, while larger cultures will have many. Tags will have both positive and negative effects.
For example, Society X has the quality of Nomad. Player A chooses this culture tag and receives the following: ( ) increase to capacity; (-) decrease in speed at which they improve "learned" abilities.
Upbringing Tag (Potentially: Feature). This is how a character was raised. These tags will generally reflect a character's ability to specialize, learn new things, and most directly affect the game.
For example, Player A decides to go with the Academic upbringing, which will grant them some bonuses to Logic skills and learning new skills in the future.
So that's what I've got so far. The "Culture" tags I was using earlier I have decided to replace with "Society" because that more accurately describes what I'm looking for. It also means that there can be multiple cultures within the same society. Those may also work like the "Homeland" in that they only effect reputation, but I'm still working on that part.
