Combining date fields: submit date vs close date

Have a large set of data with a column for submit date (no nulls), and a column for close date(many nulls, around 50/50). I want to make a calculated field (i think) for date where i can plot the count of tickets submitted vs the count of tickets closed over any interval of time. Every way I try seems to not give me the right numbers.

Basically need to add the submit date for ALL tickets, and then ALSO somehow mark the close date for tickets that have been closed.
