IT headcount increase; how to plead the case

Hi long time listener, first time caller.

Not a tech related question, but staffing related. I'm looking to put together a solid proposal of why we need additional head count going into the next year. I've got numbers on tickets, work load, and projects that keep getting pushed due to other needs coming up, but I'd like to reference an external resource that specializes in staffing ratios. I'm not even sure that is a thing as it will vary quite a bit from place to place, but just a starting point would be great.

On top of that, is that really even the right approach? With the information I have, do I try to lean more into 'X didnt get done on time due to workload, resulting in Y amount of money being lost as this tool was down and this employee didn't have a functional system for this long".

Obviously Ive not had to make this kind of case before, but the place I'm at is transitioning slowly from a start-up mentality to a more standard business one (which is good in many ways) and they are wanting a more standard case to be made than me just crying " I want one".
