How should I pitch my service?

So I went to a Xmas party with a date that her company was hosting. Seems like a great company. It has about 15 employees, over 3m in annual revenue, and no IT department. Their "IT guy" is a couple of guys that hold other positions and just try to figure out things out as they go. Anyway, I met the owner at that party and I told him I would love to work for him. I explained (briefly) that I'm in IT, have a background in sysadmin and network engineering. He seems interested and asked me to contact him after the 1st of the year.

I want to send him my resume and cover letter. I want him to see that his company needs a dedicated sysadmin and I can be that guy.

I need a few ideas on how to word it. I'm assuming I need to pitch this in the cover letter?? The thing is, it's not like he was actively looking for a sysadmin, so there's no job description I can target like normal. He would be creating this position.

Anyway, I hope I'm not rambling and you can see where I'm coming from.

If I need more info, let me know here. I'd like all communication to be done here that way if this situation ever happens to anyone else, they have this thread to refer back to.
