A simple OAUTH solution with only email OTP?

I'm trying to deploy a few web apps for internal uses only but don't want to deal with the login system and such... is there any open source OAUTH portal that's like... email'd an OTP to someone in a list then just accept the OTP without password and such? I want it because my staffs wouldn't need to deal with an extra password while offloading the security to whoever is handling the corporate email system.

I'm trying to find something similar to Cloudflare's Access which stands before the web apps and providing simple authentication even without the web app's knowledge but couldn't find anything similar.
