Explain new gear pricing please?

Ok, watching NAMM coverage, there's always a retail price (MSRP?) that no one pays, and a street price, fine. I assume the "street price" is meant to be a competitive thing for retailers. So why do the manufacturers know the street price so well in advance? Some kinda collusion? Formula? Seems rather cynical to even have a (never-paid) retail price for the purposes of everyone advertising the exact same "discount".
Dunno any other industry that works like this so consistently...
