Stolen NSW drivers licence in London

Hi everyone! Was wondering if anyone could give my friend some advice. She had her driver's licence stolen in London. I've checked with the RMS and they asked to get the Photo-kit form to filled out. Problem is she doesn't know her driver's licence number/didn't keep a copy. So it looks like she'll need to get a witness at the embassy to verify her passport etc etc. She also doesn't own a car, so there's no way she can link herself to rms online..

Is there any other way she can get a new drivers licence without having to go into the embassy?
