What am I doing wrong in the gas arbitration?

I've now tried 3 separate playthroughs and I cannot get the AN to side with me in the gas field arbitration

I got Wehlen on my side with a fair trade deal, I screwed over Lespida and got Morellia and Valgesland on my side, and got Derida too. I restored the religious temples, I didn't persecute bluds or deridians, didn't interfere in elections, didn't send my navy to block the drill ship, I was polite and talked about Merkovian unity in my speeches, and spent 2 budget on a public campaign. really not sure what else I could be doing, yet have lost every single time
