Who do you prioritize when trading? The enemy ADC, enemy support, or whoever's easier/safer to hit?

I'm guessing the answer depends on the matchup (for instance, when I am Janna against an engage support I try to harass the enemy support more to keep my ADC safe). However, after reading some advice I may have an easier time hitting the enemy ADC and that could also relieve pressure on my ADC. Thoughts?
