Anniversary/crossovers explanation

Not sure of this has been explained before but it's been on my mind for a while now. In anniversary/crossovers we don't see DragonRanger, Time Fire, and AbareKiller because they are already dead. But in the some shots we see Black Condor who is also dead. He was literally a spirit in the Jetman tribute episode in Gokaiger. So why does he appear in some other crossovers with the rest of the Jetman. Was there ever an official explanation for this?
