By all accounts the company scouts out people from the HCP. But presumably that's not the only place they head hunt from. And that's where I think Mr. Stop came from. Not through the hero certification program But the other channels. Primarily because early because I can't think of a single test that was thrown at the students That couldn't have been easily dominated by the ability to stop time. so either he went through the HCP And dropped out for any number of reasons or He was scouted elsewhere. Given his temperament however I think it is the former rather than the latter With the reason being not having the right temperament for the job.

The question is can you think of any Assessments in the books that time control Wouldn't Turn into a cake walk?
