Hidden game mechanics? Moving slowly is more efficient?

Okay so I tested this several times now. I stand in front of a red guy, the bullet flies directly into my direction. When I move to the right very fast (moving the left analog stick to the right all the way) the bullet hits me. When I move to the right veeeery slowly, only slightly touching the stick, I can dodge.

Is this intended or a bug? It seems your movement is faster (in comparison to the enemy's) when moving slower.
