RTA Rewards Rework?

Shouldn't the RTA reward be structured differently? I understand when RTA came out the first Ifrit transmog was only limited to 4 because Elsharion wasn't out yet. Now that Elsharion is out shouldn't the reward for legend players change to 5?
Then it'll be:
Legend: 5 Transmog
G3: 4 Transmog
G2: 3 Transmog
G1: 2 Transmog
C3: 1 Transmog
