Cant decide on an exclusive summons rotation to go for.

I'm level 40 player who can clear most content in the game. I can decide if I should try this week for the water horus or next week's lushen. 1 thing to note is that i don't aim for nat5* from exclusives and I have all other 4* beside the horus (I have 1 lushen but I won't be mad with 2) I would like to hear your thoughts about this.
TL;DR Can't decide if to aim for another lushen or for water horus
