She needs set up just like 95% of damage dealers...all posts I'm seeing saying it was a nerf are showcasing damage WITHOUT SETUP. The damage specifically reads that the ignore defence amount is based off the amount she outspeeds the target and it also scales off atk aswell. Until you try them with setup, you should NOT be stating it as a nerf.

This is a buff without question. This is a team building game - bring a team to support your strategy and also have the runes to back it up. In this case, Ciri NEEDS to outspeed the target up to a threshold to reach the 100% ignore defence. If your unbuffed damage is bad, you aren't reaching the stats required to unlock the 100% ignore defence. If you're slower than the target, you ARE going to do 0 damage period.
