Shouldn't the 12.10 Durability Update indirectly buff champs/items that take advantage of HP damage scaling?

Post Body

Vayne and Fiora will still deal the same amount of damage with their true damage procs, which is the majority of their damage anyway, while at the same time being tankier than previously. Now, while true damage based on HP is relatively rare in League, there are still quite a few instances where physical damage based on HP occurs, such as Blade of the Ruined King and Divine Sunderer.

Two items that are commonly bought on these two champions, so shouldn't this change actually significantly buff Vayne and Fiora? Considering they've both been strong for quite a while, a nerf might be appropriate.

What are your thoughts about this?
