So I've been playing Ryze in solo queue quite a bit this patch (gold elo), and I'm confused on exactly what runes I should be taking. Typically, I take:

• (Sorcery) Phase Rush, Manaflow, Transcendence, Gathering Storm
• (Inspiration) Free Boots or Dematerializer, cosmic insight

However, on probuilds, i see everyone taking:

• (Inspiration) Spellbook, Free Boots, Dematerializer, Cosmic Insight
• (Sorcery) Celerity, Scorch

I understand the value of spellbook, but I feel like not taking transcendence screws up your CDR, since with that rune Seraphs and CDR boots puts you at 45%. most of the items you build after that like rabadons, void, or liandry's don't have CDR. So is capped CDR/gathering storm really not as important as 3% movespeed?
