Why is crit > lethality against tanks? (Quinn main or adc)

I've been seeing a few posts and comments lately (summonerschool and jhinmains) saying that crit is better against tanks.. is that true, and why?
I've been building a last whisper item against tanky comps and shiv against squishy champs, and it's been good for me so far. Why would crit be greater against armor when lethality is designed to pierce armor?
