Am I consistently getting 4th/5th pick because my MMR is higher than the division I am in?

I'm writing this as I'm in champ select but I know that my MMR is higher than what I am playing at, Gold 5.
I've been consistently getting 4th or last pick for every game, the only time I've gotten higher was when I had a duo on my team, but I was still only 3rd.
This is probably wrong but I've seen it too often to think it's just a coincidence. Is it a possibility that people are given lower pick order if their MMR is too high?
