How to properly Play Zac (Build and Initiating)

Hey I've noticed how strong Zac's play has been and I know there are a couple of nerfs on him on the past few patches. I'd like to know if he is still a good champ to start learning as top/jungle. If he is please give tell me how to build him and in team fights when should I initiate and jump on the enemy team.
I havent seen him being picked up in Worlds.. is there a reason for this? Is there a better top/jungle to learn asides from zac at this point?
