Camera being weird?

Just got the Living Large update, and now when I exit the PDA and try to move the camera with my mouse it fights be for a few seconds, where the screen keeps pulling back to where it was when the PDA was up. Anyone else have this issue? Is it a feature I can turn off? HELP! It’s very annoying
