Can't afford the Subaru tax for replacement catalytic converter on '03 Legacy sedan, please advise. (western PA)

The misfire that the non-Subaru garage diagnosed as a burnt valve turned out to be a poorly done spark plug replacement job. That's about $300 at the dealership. The oil leak that was already there before the misfire became a problem is the head gasket after all. ~$2K if it needs the most work. Since I budgeted for a possible cylinder head replacement, that's a bargain.

BUT. The last problem is the killer. The catalytic converter is dying. That job on its own was quoted at $3500 at the dealership. That I cannot do. At least not there. Fortunately, my county doesn't require emissions testing, so it's not an emergency. Still, I'd like to get it fixed anyway.

Working on the assumption that the dealership won't work with non-Subaru parts, I need to find a suitable alternative in the Westmoreland/Indiana county area of PA. Along with suggestions for a shop, what should I look for and where for the most-trouble-free aftermarket catalytic converter?
