Why can't we just create ozone?

So, I guess I just don't understand why, if the depletion of the ozone is causing more harmful rays from the sun to get through and heating the earth due to a lack of protection, why not just create more?

We know the chemical composition of ozone it's literally just o3. Three oxygen molecules. So my not make more of it?

I also know that the polar caps help reflect some of the sunlight back out into space and them being smaller is harmful as well, so why not just cover large uninhabited parts of the ocean with something white? Or build off the caps to make feux white caps that will reflect the sun?

Am I stupid or do these problems seem fairly simple to solve?
