Need help building my first competetive pokémon

So I'm new at competetive pokémon, I know about EVs, IVs and natures but I have a couple of questions.
I'm going to train a Vaporeon, but how do I know when I hit the EV cap, and how do i know what IVs he got? Does soft reset work when hatching egg to get the right IVs and nature?
