3 year bachelors equivalent programs

So i am from nepal and i heard this about program from a consultancy which has just opened in my city..so what they are saying is that you just need to learn the language and pass the test..then you can apply for the 3 year program which is like a vocational programme and industrial based where you will also be provided stipends upto 1000 euros a month… It all seems to good to be true..it seems like a scam..does anybody know about this???
