Helping a stroke victim exercise

Hey everyone I'm in a tough situation. My grandmother suffered a stroke a half year ago and lost a lot of coordination in her arms and struggles to lift her arms above her head with out assistance. She's become more sedentary after the stroke and suffers from muscle pain and "knots" in her shoulders, we're able to help with the pain by stretching her arms for her in a "free style stroke rotation" but are looking to see if there is more we can do for her.

I've been away in college for a while and just finished and I'm back home and I'm not sure how to help. She wasn't able to go to physical therapy after her stroke and I want to do what I can to help address her physical pain. My question is does anyone have any resources for exercise equipment or regimen's to help with limited mobility? I was thinking something to help stretch her arms using her body weight, I saw some arm bikes that may be helpful but at their price range I'm hesitant to buy them as I'm not quite sure she has the strength to do a cycle as they seem aimed at pushing but not assisting in rotation. I'm really clueless here and I apologize for that I just don't know how to help.

TLDR: Grandmother is in physical pain, what equipment can I use to replicate a free style swimming motion? Or what options do I have to help with physical therapy?
