Property manager at fault?

So I got a bill on my rent app saying I owe 770$ MORE for utilities because I waited 5 months to sign up (was working out of town) during that time the landlord paid for it and I told him I’d pay it back. My girlfriend who stayed there told me that the heater was turning on as soon as the AC would make the living room a desired temperature. We couldn’t get the thermostat to shut it off and we tried mostly everything. I contacted the property manager and told her the issue needed to be fixed before the electricity bill was insane. I never once was notified of anyone coming to fix it there is no proof. The utilities bill was 150 per month for 5 months and the biggest charge??? Yep electric. A whopping 50 a month. Nobody has came over (unless they came in the house without permission and without notifying me). I got my own utility bill in the male addressed to me from the city, and I have not been running any AC so the heaters haven’t kicked on, my bill was 75$. My property manager still has said it has been fixed. I told her I have no information on it anywhere, no email, no text, no maintenance request that has been filled. I told her the electricity per hour on the past 5 months needs to be taken off because I shouldn’t have to pay that. Am I in the wrong or is she?
