Mat'Ha Raptor - DHCs vs DBBs and to torp or not to torp

I've just begun grinding reputation and I can't decide how to equip my tactical captain's Mat'Ha Raptor.

The first question is Disruptor DHCs or DBBs?The Mat'Ha turns fairly well so I don't have too much trouble getting single targets in the DHC's arcs, but is fire at will more effective than scatter volley for multiple targets because of the wider arc? Or should I be focusing on single target damage and running overload/rapid fire? Are DBBs or DHCs a better choice for completing the PVE content?

The second question is whether I should torp or not. As far as I see it, the real trade off is what to do with the universal Lieutenant bridge station. If I run a torp, it seems to make sense to put a tactical Boff there running torpedo spread/high yield I and II. If I don't run a torp I can make this a science station and be a fair bit more tanky. Also I guess I could min-max by respec'ing out of all the torpedo skills. But I guess this suffers from some diminishing returns because of the reduced weapon power from trying to fire 5 energy weapons 2 energy turrets.
