So that other side of STO puting boots on the ground. Many people do not like it but it is my opinion they just have gotten used to how easy space combat can be compounded by the fact these people probably are not building there captain leading to a double plus unfun experience.
Melee
Tac captains work very well for melee builds in the age of phasers and antiproton weapons. Most of the highest DPSing builds for tac captains use melee weapons.
The biggest reason why these builds are ridiculous is the security doffs that boost crith and critd (purple ones give 8% crith 25% critd). Wile it is nice to have the purples they are quite expensive and the blue even the green ones will work fine.
The biggest issue with these is most enemies will back peddle cardassian and federation enemies are the especially annoying due to the phaser proc. Though some like the Borg, undine, klingons will generally draw melee weapons them selfs and engage you making them easy picking with your ridiculous crith and critd.
Kits
Fleet spire kit is obvious because it gives better bonuses for what you are going using than the romulan one
Fluidic kits are a lot cheaper than getting the fleet spire kit but can still be quite expensive. [psidmg] is the best of the 3 mods. anything with [will] in it will be a lot cheaper but you lose out on a kit mod.
Counter command kit is [will]x3 which is bad but the 2 set gives 5% crith which is good.
Build
AMACO/MACO: 2 set is amazing for survivability and personally I am not willing to part with it on any of my melee builds. The AMACO one gives better damage wile the MACO set is a bit better for survivability as melee build all ready have a strong source of healing(get to this later)
Various Nuka 2 sets: the shattering harmonics ev suit is for brave people, no surviveability min/maxing for DPS builds.
Fleet Armor: 10% crth or 80% critd get one of these for your armor it is really good.
Weapons: Sweeping strikes is probably the best for Klingons, undine, borg but any other enemy will back peddle making you spend a lot of time running and not as much time killing things.
[critd]x3 melee weapons (swards are best) will be the best choices for damage but they are very expensive.
The nuka sward is not the best weapon but it is the coolest and it works fine unfortunately the borg adapt to the extra damage gained from being shot by energy weapons.
modules
2 assault 1 tactical 2 strategic is what the 3 kits I listed have which will be plenty for all you could need.
Biotech leech is the first thing you should be getting. 50% of your melee damage comes back as healing this would allows a tac officer to solo pretty much any boss in the game except the flying one obviously and the queen because she will assert her dominance via metal tentacles, instant death floor panels and lots of plasma fire and when ever armok uses assimilation nanites.
Lunge is the second thing you should get is know for being able to crit in an ideal situation for over 10k(buffed up crit/flank/exploit to a crouching target using adrenal response we could have made it higher if we had a sci captain for the 60% melee damage boost) in most cases 2-3k is the highest most people will see. it also can be used wile rooted so allowing you to gap close and heal via biotech leech.
Rally cry gives healing, damage resistance, crit chance and flat damage bonus get it on all tac captains.
Motion accelerator buffs melee damage and like APO is space makes you ignore most forms of crowd control.
Sweeping strikes will give better DPS than melee weapons against borg, klingon, undine assuming you position properly to hit more than one target/there is more than one target to hit.
On builds that do not use Sweeping strikes use one of these Ambush, battle strategy, command aura, counter command grenade, or if you are interested in being a tactical tank draw fire.
tribbles/devices
I have shelled out of a gamboling device on all of my toons so I do not know what else is good. the gamboling device grants 10% crith and 10% critd for 40 minutes or it gives -10% crith and -10% critd for 1 min this is not an issue because it has a 30 sec CD and is has a bias for giving the Buff rather than the debuff though every so often I have failed the thing 5 times in a row(2.5m of trying).
IDIC tribble is supposed to be ok but I have not tried it.
I do not know much about these options other than Hypos and shield recharge things are awesome and should be a part of all builds.

Edit: Do not do IGE/HGE without a ranged weapon and a remod but the other 2 you can just use melee thus do not require a remod.
