Shuttles may not have a lot of content at the moment but for the next shuttle weekend you may be interested in grabbing one. this is based around PvE, but the pvp list looks pretty similar except the stalker, anything with cloak, yellowstone/danube is higher
This tier list is my own opinion. All opinions are things that can be wrong.
Tier 1: so far ahead of everything else in some aspect it is silly.
Scorpion, Temporal, Tal'Kyr Support Craft, Peregrine/To'Duj
Tier 2: everything else that has 2 boff slots
Voth Heavy Fighter, Tholian Widow Fighter, Delta Class Shuttle, kestrel
Tier 3: everything with at least 1 built in ability
Danube/yellowstone, Toron, Na'Far, vet shuttles, type 10, stalker
Tier 4: everything else
Reasoning
Scorpion: Highest potential damage via 2 tac consoles and battle cloak of any shuttle with a reman captain and or a reman boff.
Peregrine/To'Duj: Second highest potential damage has amazing synergy with the weapon/weapon/console dyson set which is one of the best shuttle sets.
Temporal: Has SA and 2 boff slots enough said
Tal'kyr: The best team healing shuttle with 2 sci boffs, A2STI, and SA.
Tier 2: The fact they have 2 boff slots allows them much more flexibility over Tier 3 and below. And the kestrel is here due to quantum absorption, which is kind of like a weak TSS and a weak ET rolled in to one.
Tier 3: These shuttles only have one boff slot and a built in ability that is not particularly useful for PvE but at least they have 3 consoles unlike Tier 4.
Tier 4: No, just no. Though the Tiercel Shuttle gets special mention for having battle cloak.
Edit: forgot about quantum absorption.
