Ground away team officer skills keep resetting to default all the time automatically?

Both my intelligence/engineer and intelligance/tactial officers skills keep resetting to default. I ahve never had this problem with any officer but only happens with my intelligence officers. It is only their ground skill which are resetting their normal skills are not prob becasue I do not ahve any intelligence skills for space since I do not ahve a ship which need an intelligance officer.
